In 1990 the Universidad Autónoma de Campeche (UAC) made the decision of promoting research and developing human resources regarding priority issues of protection and evaluation of coastal ecosystems and their renewable biological resources. With this objective and with the support from the Secretaría de Educación Pública (Mexican Board of Education), through the Sub Secretariat of Higher Education and Scientific Research, the Universidad Autónoma de Campeche announced the creation of the program named "Programa de Ecología, Pesquerías y Oceanografía del Golfo de México (EPOMEX)" (Program of Ecology, Fisheries and Oceanography for the Gulf of Mexico) on the 26th of July 1990. This initiative came forth due to concern of this University with the problems related to ecology, oceanography and fisheries, not only on the coast of Campeche, but on all the coastal zone of the Gulf of Mexico.

Through its trajectory, EPOMEX has proven to be a creative academic instrument, which has contributed to the solution of several technological and scientific requirements and needs of the region. Considering the transcendence of the work done by the EPOMEX program and the academic potential of its members, the University Council had an ordinary session on the 14th of June 1996, during which it approved a new organic structure for the University, in which the EPOMEX program was promoted to the category of Research Center, thus giving continuity to its academic activities within the Universidad Autónoma de Campeche.
