Mobile Bay National Estuary Program (MBNEP)

In March 1995, Mobile Bay was designated a National Estuary. The National Estuary Program (NEP) was established by amendments to the Clean Water Act of 1987. The program is administered through the Environmental Protection Agency. The initial task was to develop a Comprehensive Conservation and Management Plan (CCMP) for estuaries of national significance that are threatened by pollution, development, or overuse. All 28 estuary programs are now implementing their CCMPs. Mobile Bay ranks high as one our nation's significant estuaries. The charge of the Mobile Bay NEP is to facilitate a blueprint for conserving the estuary. This effort requires the input and support of all stakeholders.

The Mobile Bay NEP has identified goals, objectives and action plans aimed toward the wise stewardship of Mobile Bay estuary. Goals are broad, long-term issues for the estuary. Objectives are more specific, shorter-term targets designed to attain those goals. Finally, action plans are detailed programs for meeting goals and objectives, indicating who, what, when, where and how the plans will be carried out. An essential part of each action plan is the establishment of criteria by which the plan's effectiveness may be monitored. Action plans are the fundamental component of the Comprehensive Conservation and Management Plan (CCMP). The overall mission for the Mobile Bay NEP, as established by the Management Conference is to: Maintain and promote wise stewardship of the water quality characteristics of the Mobile Bay Estuarine System, and to maintain and promote wise stewardship of the living resource base of the Mobile Bay Estuarine System.
