In January 2008, Mr. Cwalina reported for duty as the first Senior Executive Service Executive Director for Navy Installations Command Region Southeast. In this position Mr. Cwalina serves as the senior civilian for a Region that encompasses 17 installations in seven states extending from Georgia south to Florida and west to Texas. Mr. Cwalina is responsible the day-to-day operations of the Region – with an enterprise-wide annual budget in excess of $1.4 billion Mr. Cwalina was selected to the Senior Executive Service in November 1999. Mr. Cwalina has been a civilian employee of the Navy since June 1978. Prior to his current position, from April 2005 to January 2008, Mr. Cwalina served as the Chief Operating Officer for the Commander, Naval Installations Command. In this position he was responsible for the day-to-day operations of the Command. Mr. Cwalina started his career in the Navy as a contract specialist at the Naval Regional Contracting Office at Washington, D.C., from 1978 until 1981. He joined the Naval Air Systems Command in 1981. Mr. Cwalina was promoted to the Procuring Contracting Officer (PCO) position in 1985. Mr. Cwalina was promoted to the Division Head level in 1987. From 1995 to 1996 he served as the acting Deputy Department Head for Air ASW, Assault and Special Mission Program Contracts. He was selected to be the Deputy for Contract’s Competency Policy and Procedures Department in 1997. Mr. Cwalina was selected as the Contract’s Competency Department Head for Major Weapons Systems, Strike Weapons, Unmanned Aviation, Aviation Support and Commercial Derivatives Contracts in June 1999, his first position as a member of the SES. He served in that capacity until September 2004 when he was appointed to be the Executive Director for Contracts for the Naval Air Systems Command. Mr. Bruce B. Cwalina graduated from the University of Maryland with a Bachelor of Arts degree in Government and Politics in 1974. He was awarded a Master of Science in Administration (Procurement and Contracting) in 1982, as well as a Master of Arts in Human Resource Development in 2003, both from The George Washington University. Additionally, he is a 1995 graduate from the Naval War College. Mr. Cwalina has been repeatedly cited for exemplary performance, including the Navy Superior Civilian Service Award in 2008 and 1997 as well as the Navy Meritorious Civilian Service Award in 1994.
